In 1991, Canada’s 10 provinces and 3 territories began negotiating a new framework of labor standards, which resulted in the Canada Labour Code being enacted. in 1995.
By the late 1990s, many of the worker protections that had been enacted on a federal level under the Canada Labour Code were gradually being eroded through what came to be known as “the harmonization of labor standards”.
